Hard to answer without a little more info. Are these new orders you just placed/bought? Or are they items you ordered a while back and received one but not the other? Are the two items from the same seller? If so maybe they have combined them in one? If not have you tried looking on your purchases from both the desktop/browser version and your phone (sometimes things may show on one but not another. Also if you are looking under purchases there are several options like "Show All", "Processing", "Hidden" - see if maybe it's under one of those. Maybe one is still processing and not complete (some credit cards make take slightly longer to move item from pending to complete.
Lastly, where is it you see you were charged for it if not on eBay? Even though you may have thought you bought it/paid for it, any chance you just had it in your cart without payment actually processing? If it's just the confirmation email you are missing sometimes there are delays on getting that from eBay if this is an item you just bought.
