What is going on here. I recieved payment for an item, totalling $51.40 after fees(incl. Promoted listing). Im then charged $26.65 for shipping (was supposed to be $19.88). Then I recieve my payout (which is pothetic after ebay takes their cut, but thats beside the point) then after that Im charged for shipping a second time leaving my ebay account in the negative.

You are showing us two different shipping labels for two different orders with two different tracking numbers?
And how are we supposed to know what you are supposed to be charged?

You are showing 2 different order numbers, 2 different shipping labels & 2 different shipping dates... so that would equate to two different shipments! ...so what is the problem? Your statement would show the appropriate fees as per each transaction.

Those shipping labels are for two different orders. UPS takes a while to bill eBay for the labels, so this is pretty common.

It's a problem with Managed Payments.
Because the default is a Tuesday "paycheque" transfer to our chequing accounts, those who use UPS or FedEx are sometimes going to be caught with no money being Held when the courier finally bills.
So it's easy to go into a negative MP balance when UPS does not bill promptly.
Canada Post is much more efficient.
