Estimated Delivery Dates

Usually on My eBay account when you have sellers that indicate that a item you purchased has been shipped eBay or whoever gives a estimated delivery date that when that expires you can go for a non receipt claim.  But how do you determine when you should claim non receipt if a seller does not indicate the estimated delivery dates?

If your seller is in the same country as you- you can open an Item Not Received Dispute seven days from payment.

If your seller is somewhere else- 30 days from payment.

You are also covered by Paypal for 180 days from payment, and by your credit card if you back your PP account with it.
