Has anyone Contacted Paypal and received reponse?

I still have the problem of having my shipping costs excluded from all Paypal payments.I have sent over 20 memos to them off the website and no reply.I tried to phone them as well and was on hold for 41 minutes,long distance charges,listening to their recorded messsage about how good their services are.Believe me after 41 minutes of repeated info can drive you crazy.Has anyone had success in contacting them,if so HOW???????????

I contacted them last week regarding a debit card that didn't arrive.

Most I waited was 5 minutes on hold.

Finally got through to them.They also admitted with some prodding that there is a "Paypal Bug" and my site and many others are affected.I asked why they did not post a memo stating this problem and they said they never thought of that.I also talked them into a $25.00 credit for having to accept double payments-one for the item and one for shipping--as that is what the buyers are now doing.
