Transaction blocked

I'm trying to buy an item with "Buy it now", but this is the answer I get: Transaction blocked. We're sorry but the seller of this item is unable to receive funds at this time. Why and what to do do? Thanks

This could be as simple as a Paypal account whose credit card backup has expired.

Or the payment could have been blocked because the PP account was hacked, or the selling account.

Or it could be a temporary glitch.

Try again in 12 hours.

If the seller is marked as Not A Registered User (NARU) do not send money.

Were you able to resolve this? The same error message is being reported elsewhere on the boards and I'm wondering if the problems are related in some way.
