Is there any reason that a US seller cannot update the shipping on an invoice?

I wanted to buy an item that the US seller did not give shipping to Canada so I asked him if he would ship to Canada by usps and what the costs would be for my postal code. He replied yes and said the cost would be $30 which is fine with me.

So I made the purchase and of course I cant pay because the seller did not state shipping costs on the listing.

I requested a total with updated shipping and all I am getting back is that he wants me to call him to pay the extra shipping costs.

Is there any reason he can't update the invoice so I can pay him?

Were you able to commit to buy the item?  If so, he can send you an invoice with the correct amount.  Perhaps he wants you to phone and pay him through PayPal rather than directly through eBay.  I wouldn't recommend that you do that.

Is it a newer seller?  Perhaps he doesn't know how to send an invoice?

Yes I was able to commit to buy, it is sitting in my purchase history page. The seller has been an eBay member since May 19, 2001. he has 115 100% positive feedback. And as I have requested invoicing through both of the eBay actions it should be an easy matter for him to just add the shipping costs, no?

It should be fairly simple for him to do. I haven't had to send an invoice in ages and don't have any unpaid transactions to look at it so I can't explain how to do it. But I know that it can be done and it shouldn't be difficult to do.

It's possible that they are a new(ish) seller and that their feedback are from buying. Or perhaps they just changed their mind about shipping to Canada.  If they can't figure out how to send an invoice, they can ask on the US selling board.  https://community.ebay.com/t5/Selling/bd-p/selling-db

@grey-beard13 .... As long as the buyer hasn't paid the seller should be able to send an invoice from the dropdown in sales history. One seller told me they had to do from a pc because the option was not there with app. Unable to confirm this. You should also have the option to request a invoice. Technically not a revised invoice because 1 was never received. Sending and requesting an invoice seems to be a hodge podge now of what will or won't work. Can even get messed up if seller has automatic payment required with EACH purchase.
