'Permanent' (P) stamp value is 90¢... period.
If you required $1.90 postage, you would need 2 'P' stamps + a 10¢ stamp.
90¢ + 90¢ + 10¢ = $1.90
To make it clearer or not:
All "P" stamps are currently worth 90 cents -- even if you bought them in 2017 for 85 cents.
Their value will rise with the first letterpost rate.
On January 13, 2020, the price to mail a letter domestically that weighs less than 30 grams ROSE to 92c.
All older P stamps are now worth 92c.
If you want to you could use a P stamp, or two 46c stamps, or a 60c stamp and a 32c stamp.
If you buy one P stamp there will be a service charge added to the cost of the single stamp.
If you buy a booklet of P stamps, you will pay $9.20 plus sales taxes.

The rest of the price is sales tax. On a single stamp you also pay a service charge,.
You could instead of a P stamp use two 46c stamps.

Any of those equals the value (which is lower than the cost) of the P stamp.
And again the value of a P stamp as of January 12,2020 is

The confusion here seems to be between "price" and "worth".
The P stamp is worth 90c.
If you buy one across the PO counter you will pay $1.05.
If you buy a booklet of ten across the PO counter you will pay $9.00.
And if you buy a roll of 100 at Costco, you will pay $86.25.

Canada Post is misleading.
The postage value of the stamp you buy for $1.05 is 90c.
The other 15c is a service charge for selling a single stamps.
If you want to send a 50 gram letter domestically, the rate is $1.27. You make this by using a P stamps (value 90c) and 37 cents in other postage.
If you add only 22 c to the P stamp, the counter clerk will demand that you add another nickel's worth of postage.
It looks like eBay sellers are expecting a busy January. My discount postage sales have been going strong.
