A customer says she wants to buy my item but it states I do not ship to her? I ship to everyone?

Most of your listings do appear to show shipping as worldwide although the Juicy Couture Daydreamer bag has shipping to Canada only.  There are a few shipping exclusions on your listings but those have been added by ebay so that can't be changed. 

Quite a few of your listings are missing shipping costs for international locations so you might want to check if the listing that the person is asking a about it set up for shipping to their country and if it has a shipping cost set up.  You can go do that by going into the listing, click on shipping and payment details and change the country to the buyers country. Click on see rates and you will be able to see if shipping is set up to that country.  If you are having problems with that, let us know which listing it is and where the buyer is located and we can check as well.

You can remove the Exclusions for just this listing, which should allow her to buy.

But keep in mind she may actually not be able to buy if she has Strikes for non-payment or if you have a restriction on the number of items a single shopper can buy.

While most people are honest, some are confused and some are hiding a real problem.
