PayPal Refund & Seller Fees

I would like to issue refund a to the Buyer, I will mail to PayPal confirmed addresses only. The Buyer wants me to ship to another country not included in my Ebay Listing instead of the provided confirmed address by PayPal with the payment.

Will I receive Seller Fees if I relist the item after I refund with PayPal first? If so, should I deduct the approximate Seller Fee amount from the PayPal refund? Thanks!

You should refund the entire amount to the buyer, and add him to your Blocked Bidder List.

Then you report him to eBay as an Unwanted Buyer, explaining that you do not ship to his country.

That will get the transaction cancelled and regain your fees.

Do not relist until the transaction is formally cancelled, because you could end up with two buyers.
