Reporting a buyer who uses a fake address to waste your shipping and time.

There is this buyer who first of all takes almost an entire month to pay, and then lists a fake shipping address on his eBay account so you waste shipping fees shipping to a non-existent eBay address. Then he files a claim on Paypal, and Paypal, historically frequently favoring the buyer, gives his money back.

In conclusion he is on here for jokes to waste your time and shipping. Since then he has even changed his "country location", which may very well be fake as well.

Is there a way I can report this buyer?

If you used Delivery Confirmation (either Regular Parcel or Expedited) you could have won the Dispute by giving Paypal that number. It would show the attempted delivery, even if the attempt was unsuccessful.

Also, when a PP dispute is underway, you can stop it and clear any black mark on your selling record, by refunding promptly when the item is returned. If PP forces the refund, that fact is noted on the seller’s record.

If the item was not returned, Regular. Expedited, and Small Packet services are insured up to $100 by Canada Post. PHONE the Customer Service 1-800 number and start an insurance claim.
