That 30 day Hold on payments to new and occasional sellers.

There are constant questions about the infamous Hold before transferring payments to the checking accounts of new and (especially) occasional/returning sellers.

Where are the standards for these Holds spelled out?

 

We hear claims about feedback, but eBay says they don't use feedback to assess accounts.

We hear both 30 days and 21 days as the time of Holding.

I'm fairly sure sellers can use Held funds to buy shipping labels, but is that spelled out somewhere?

Is there a minimum number of successful transactions?

A minimum value of successful transactions?

Does tracking help?
