What's going on with discounted southbound shipping rates?

Ebay's discounted southbound shipping rate was supposed to expire on March 31st, yet it's still active (I'm NOT complaining).

Did ebay issue a statement saying that it was extended or now permanent... and I missed it?

I'm just concerned that the discount will stop suddenly without notice and I will be caught off guard, as I only use Canada Post when there is a discount in effect... and Chit Chats when there is no discount.

Just as an additional note to this, there appears to be an unmentioned tier for up to 1.5 kg also.  Checking the tracked packet prices on an order I just got showed $19.31 for 1.9 kg, $16.03 for 1.4 kg, and $12.76 for 900g
