So apparently you are not banned.
You need a checking account with a Canadian bank.
It may not be the bank you prefer. I had to change the bank I wanted to use (and which is in use by another account) in order to set up MP.
I'm not happy about it, but it has been working adequately. And all the Held funds were promptly transferred.
But I would have preferred to use a different account, if only because that bank offers paper statements.
