As a seller, you will be charged fees every month. EBay (and Paypal) have your financial information on hand, and your contracts allow them access to your funds.

 

If you mean you have sold something, eBay puts a Hold on payments for 21 days on new and occasional selling accounts as a Buyer Protection, because even the most well-meaning newbie will make mistakes.

You can access cleared funds immediately to buy Paypal shipping labels.

The rest of the funds are released when tracking shows delivery or 21 days have passed, whichever is first.

 

If you mean you sold something and the customer has not paid, the Resolution Centre is at the bottom of this page.

You can open an Unpaid Item Dispute 96 hours after the purchase. The customer then has 96 hours to pay up or get a Strike.
