Can a seller refuse to ship to another country thus preventing them from bidding on their item?

I wrote a seller that said MAY NOT SHIP TO CANADA to see if they would because I wanted to place the first bid on an item that was ending soon. They said they weren't at this time. I knew they were afraid no one else would bid and it would go to me for a low price but they only got one bid anyway and it till ended up being sold at the really low price, just not to me. I didn't think they could do this.???

If you are doing this in future, when you contact the seller, ask if they would ship by First Class International and tell him that this USPS service now includes Delivery Confirmation and can be used for up to four pounds of product.

Many Americans are wary  of foreign sales and are used to very cheap domestic Delivery Confirmation. The DC on FCI is relatively new and needs all the publicity it can get.
