A seller has not shipped an item and is not responding to messages, what to do?

I have ordered an item 4 months ago (October 2013) and was told by the seller that the delivery may take some time. After three months I contacted the seller again and have not had a response in over a month.

You waited too long.

You only have 45 days to open a dispute through either eBay or paypal.

If you funded the transaction by Credit Card you may be able to do a Charge Back

Telephone the Customer Service number on the back of your credit card.

However you have probably waited too long for that also.
