Blocked Buyer List And Updated E-Bay ID

Does a buyer remain blocked even after they update their ID to a new one?

And why is the blocked buyer list activity log web page never working on either site .ca or .com. How do I get to see this activity log or at least receive the info thru e-mail or something?  Any past experience comments from experienced e-bay sellers are welcomed.

I don't know if a buyer is still blocked if they change their username.

The blocked bidder activity log is located in My Ebay, Account, Site Preferences, Buyer requirement, Show.
