Can't file INR after 30 days?

I didn't receive an item from China, that was shipped back in January. I thought for sure ebay increased the window, so I waited longer. But nope. It says I can't after 30 days. Is this a recent change or am I just out of the loop?

ebay has a 30 day window for ebay Money Back Guarantee.

 

Go to PayPal and file an INR claim. You have up to 180 days after payment.

As I understand it:

30 days from last date of expected arrival (as indicated on your purchase) for eBay

180 days from time of payment for PayPal

Your understanding is entirely correct, according to ebay's policy which states, "If you haven't received an item: You can ... 

open a request for a refund after the estimated delivery date has passed. You must open the request within 30 days of the

estimated delivery date."

and paypal which tells people,"13.5 Dispute Resolution. ...Open a Dispute within 180 Days of the date you made the payment ..."

In this case we are not told what the dates are (purchase, delivery ETA) but bought from China in January, the ebay deadline 

may have just recently passed.  So then, . . .   Three cheers for paypal! Smiley Very Happy
