I didn't receive an item from China, that was shipped back in January. I thought for sure ebay increased the window, so I waited longer. But nope. It says I can't after 30 days. Is this a recent change or am I just out of the loop?

ebay has a 30 day window for ebay Money Back Guarantee.
Go to PayPal and file an INR claim. You have up to 180 days after payment.

As I understand it:
30 days from last date of expected arrival (as indicated on your purchase) for eBay
180 days from time of payment for PayPal

In this case we are not told what the dates are (purchase, delivery ETA) but bought from China in January, the ebay deadline
may have just recently passed. So then, . . . Three cheers for paypal!
