Can't send seller the money

I recently purchased an item from a buyer who listed himself in croatia.  Apon trying to pay for the item I received this in the paypal checkout "Your recipient is not able to receive funds at this time. Your recipient must first set up his or her account to receive funds."

Anyone have any idea how to fix this and is it a problem on my end or the sellers end?

In the listing did it say they even ship to Canada?

Looking at the listing (300994393500) it is evident this is the first attempt by this user to sell on eBay (11 feedback rating as a buyer).

I suspect his PayPal account is NOT set up to receive money yet.  You should communicate the problem to him and wait for him to fix it.
