Global Shipping Issue: 60v Drill.

So here is my Issue.  I purchased a tool ( A dewalt drill, a brand new 60v Lithium with batteries).  It was paid for and sent through the Global shipping program.  I checked status today and it says that 1: The program or customs is looking at it for inspection?  2: Then I get another saying that it is a Restricted Item and is being sent back....  Somehow I got a full refund.  I try to look up how it was a Restricted item, and there is no way to determine that after reading 4 different pages.

I tried to go though customer service or help but it puts me in a continuous loop that basically wont let me contact ebay for a direct question on the subject to find out why?  And what is the reasoning?  From what I have read online the batteries when shipped (In a brand new sealed case) include the red protector plastic over the terminals of the contacts to ensure safe transport and are definitely not shipped inserted to the drill).

Has anyone else had this kind of trouble??  I also noticed that ebay took the listing down, and the seller I cannot find anymore....?

The main thing is you got a refund.  Anytime there's a problem, getting you money back is always a good thing.

The reason is that Lithium batteries are prohibited.  There is an enormous list of items that are prohibited for both eBay and items bought through the GSP.  Many items on the naughty list are available on eBay anyway, but if you buy one from a seller using GSP, the GSP repackers will not send it on.

If you click this and scroll down to PROHIBITED, you will see batteries,

EBay also has a long list of unmailables,
