How does a U.S.seller restrict items to U.S.buyers?

By only giving shipping options to the US, they are restricting it to US buyers. Sometimes buyers in other countries may ignore the "The seller does not ship to Certain Country" message and bid anyways, but the seller can refuse to ship.

Most sellers won't do that. Sellers and buyers are both covered by Paypal. When you pay for something, the seller gets an email from Paypal with your confirmed Paypal address. If you message the seller asking them to ship to a non-Paypal confirmed address, the seller loses all protection.
