why would a company claim to ship to canada and asked for the shipping costs say they do not? FALSE ADS, SCAMS.

No. The ad states the following:

 

Shipping:
Will ship to Canada. Read item description or contact seller for shipping options. | See details
 
Item location:
Rowland Heights, California, United States
 
Ships to:
Worldwide See exclusions     Excludes: Ukraine, Palau
 
When contacted seller says he does not ship to Canada. FALSE and misleading ads.

There is a Report button on every listing.

 

But as noted, "Contact Seller" means the seller did not think enough about foreign sales to put an actual shipping cost in the listing. He may have accidentally allowed them.

 

Never put down to conspiracy what can be explained by stupidity and carelessness.

On all his auctions, states ships to Canada. But on the 4 items I was interested in, asked for shipping costs, he  says that he does Not ship that item to Canada.  the seller has been a member since Feb, 2012, so I would think he is not quite that stupid that he doesn't know how to change his shipping.

This is an easy and common error especially for beginning seller to make.

Sellers are often unaware there are multiple ( conflicting) boxes in the selling templates for them to check off to include or exclude countries- if don't do it properly they inadvertently end up leading buyers down the wrong road- the problem is with EBay's template - which hasn't improved in years

In a nutshell- Excluding countries is harder than you might think


PS- why would you think of fraud or scam to NOT SELL something to you - if they were selling and taking your money, yes- if not taking your bid or money in the first place- no

On the contrary, the eBay Sell Your Item form has changed and improved (for the most part) a lot in the past 5 years.

 

Excluding countries is possible. You can go it on a global basis in Site Preferences or in the individual listing. This was added in the past 5 years.
