never wait past 45 days.. IF it was funded by crdit card you can try a chargeback but it might be to late for that too... Your funds are protected through paypal for 45 days after t that the ionly way to get refund is a credit card chargeback... Seller is probably not writing because they are most likely taking the money and running ...

Phone the credit card you actually paid with. Paypal is just the mediator. Ask about a chargeback.

CCs have longer deadlines but four months is pushing it. Still, they can't say yes if you don't ask.
