SELLER IS NO LONGER WITH E BAY
When a seller is Not A Registered User (NARU) it usually means that he has been kicked off the site for very bad behaviour.
And the transaction is voided.
Go to your Paypal account.
Look up your payments there.
Go to the PP Resolution Centre at the top of your PP account page under Tools.
Open an Item Not Received Dispute.
Ignore the suggestion that you Contact the Seller.
Ask PP to step in and escalate to a Claim.
Say that the seller is Not a Registered User. This usually speeds things up.
If the seller does not prove delivery, you will be refunded.
