That was a Friday. Allowing a generous 20 days for arrival within North America , it may not arrive until June 15.
Do you mean that the tracking shows that the seller received it on May 27?
If the seller has not voluntarily refunded, escalate your Dispute to a Claim and eBay/Paypal will force the refund. Also he gets a defect on his selling account.
Umm- you did use tracking/delivery confirmation on the package right?
If your seller is in China, tracking costs $40 or more, but without it you would lose a Not As Described claim.
