He has never replied and now of course it is over 45 days.  I asked him to refund me.  I cannot open a case because it is over 45 days.  I cannot leave any feedback.  I now know that I should have opened a case instead of emailing.  I will never deal with this buyer again.

If you paid by credit card using Paypal as the processor call the 1-800 Customer Service number and ask about a chargeback.

Do this immediately, with your transaction numbers, prices and date on hand for the agent to process a refund.

Credit cards usually allow 90 days, although some will go to 120 days for chargebacks, so act today.
