I was charged for Global Shipping to Canada, but the seller sent the item directly. Want Refund

I bought an item and was charged Global shipping fee. The seller sent the item directly and did not use Global shipping. I contacted Ebay/Paypal 3 times and each time was promised a refund of the Global Shipping fee. It has been 3 months, and still no refund.

Is Ebay and Paypal just giving me lip service to get rid of me? I have been a loyal customer, and I want an answer to this question, otherwise I will take my business elsewhere.

Call PayPal once again and let them know 3 moths later, they have not promised what they said and that you're definitely not happy for being charged for something you weren't offered. It should've been resolved within a couple weeks otherwise.
