Is it the responsibility of a U.S. SELLER to arrange a GPS shipper to me, buyer in Canada?

Hi, I am trying to buy a mini computer from someone in California.  He has selected the GPS system.   I have agreed to pay whatever shipping costs are applicable...  Can he invoice me directly from PAYPAL?  He was trying to say I had to talk to EBAY to select a shipper first.  But there is no more auto-check-out system for this...  I think he must simply go onto PAYPAL and create an invoice and send it to me, specifying the shipping charges we agreed to, and he then sends the package out via UPS or the Post Office or whoever...  (Or is there some obligation on my part to select a shipper?  IF so, HOW?)  Thanks.

 

NOTE:  I have been off EBAY for some six years, and just started a new account last week...  The same with PAYPAL..  

I have not yet linked my EBAY and PAYPAL account, but it should be possible for him to invoice me, right -- or not?
