Is the "Customs Fee" included in the "Import charge" for shipments to Canada?

In the past I have been charged over $30 by Fed Ex, and again by UPS, for orders valued at considerably less than $100 Cdn. 

 

A seller is quoting an Import Charge of $8.14 on a particular order having a total value of $58.07 Cdn.  

 

Have you had experience such as this? Did the Deliverer charge you an extra "Customs Brokerage Fee" on top of the import charge?

Every shipper does.

It may be called a service fee (Canada Post $10) or a customs brokerage fee (couriers $25 and up) or an import fee ($5 Global Shipping Program)

That sounds like the Global Shipping Program.

Your item may not be dutiable, but Canada will still want the sales tax. The rest goes to PitneyBowes who run the program for eBay, to transport the item from their plant in Kentucky to Canada and your house.

The selling will state:

Customs services and international tracking provided

if it is GSP
