For fastest service, go to the Resolution Centre up there under Help and Conact.
Open an Item Not As Described dispute.
You will be told to return the item to the seller WITH CONFIRMATION OF DELIVERY.
Once Paypal can see that the item has been returned, they will refund you and go after the seller for their money. He will have other consequences.
Don't close the claim until you see a refund in your Paypal account.
My only concern is that you closed the card you purchased with. But worry about that later. Let's get your refund underway.
