If the item does not arrive within 40 days  you can open a Dispute in the Resolution Centre up there on the right under Help and Contact.

Thanks. I called ebay's client services and they were very helpful and able to confirm that the item was on its way. they gave me a tracking number. I got my item in the mail not long after.
