While you are responsible for your own purchase information, it should be on your Items Purchased list for at least 60 days.
If it has been removed from there, it will remain on your Paypal account indefinitely.
If your item has not been delivered, you can file a Dispute in the Resolution Centre at the bottom of this page.
If the seller cannot prove Delivery (not shipping, delivery) you will be refunded.
