Yes.
The limit on duty-free items by post is $20 CAD. If your item costs more than $20 CAD, you can expect to pay taxes and a handling fee at the door. If the item is lower than $20 CAD, you will not.
I say expect deliberately. The reality is that virtually all items valued at $21 CAD get though without being assessed those import fees if delivered by Canada Post. (That is not true for delivery by couriers.) I've had items valued as high as $300 skip past duty-free and items valued as low as $65 CAD be assessed.
You must expect to pay taxes on import and be pleased if you do not, not the other way around. It's the law, not the fault of Canada Post or CRA or your seller.
Or buy Canadian. Avoid all import fees.
