EBay gave you a 'last estimated date' for delivery. Has that passed?
If it has, go to the bottom of this page and open an Item Not Received Dispute.
The first suggestion is to Contact the Seller, but you have already tried that.
So. Go to the next step.
Ask eBay to step in and escalate to a Claim.
If the seller cannot prove delivery (not shipping, delivery) you will be refunded.
If the seller asks you to close the Claim "so that he can refund" do NOT do it. That's a scam.
If the seller promises a replacement, do NOT agree. That is probably a scam.
