Since you are "bidding" , I would guess you are looking at an auction.
The seller has more than one bidder and someone else wants it more than you do.
The other bidder raised the price not the seller.
Most auctions last seven days.
When the auction ends, the person with the HIGHEST bid wins, not the first or the last bid, the highest.
If you were buying at Fixed Price/Buy It Now, what you may be seeing on your invoice is the shipping charge, possibly including Canadian duty and sales tax if the US seller is using the Global Shipping Program.
