can seller charge additional shipping charges after item has been paid for?

Seller had a shipping cost listed on item. I paid for the item and paid for the shipping seller had listed. Seller then emailed me telling me I have to send more money through paypal for shipping costs.

Hi mxalley .. Ebay frowns on sellers changing terms. Message seller and include this link referring to terms and conditions..

Politely request that he ship or refund payment.

If refunded , leave appropriate feedback with low DSRs. 1 is lowest.
