That is correct. The fees paid to eBay do NOT include any GST/HST
The same for PayPal. Their fees are NOT taxable and do not include any GST/HST

Why would she think that? Financial services are generally not GST/HST taxable. Plus the service is technically provided to you in the USA from a USA based company.
So in PayPal case, there is no GST/HST because the service is NOT taxable.
In the case of eBay, it is different because the service as such is taxable (Canadian auctioneers charge tax on their fees). However, because the is provided by eBay outside Canada (servers are all located in California, USA), that makes the service not taxable in Canada.
