how can I offer discounts for combined purchases on items which ship for free?

I am trying or want to offer discounts to customers who make multiple purchases on items which ship for free.  How can I do it?

SOLVED....Actually can set up in Preferences then shipping discounts. Problem is that you can only have 2 different shipping discount methods
