You have to wait 4 days (96 hours) before you can open an Unpaid Item Dispute. Then another 96 hours before you can close it, get your fees back and relist.
Annoying.
But the bidder gets a Strike and many if not most sellers have an automatic Block against bidders withUID Strikes.
Further when he accumulates 'enough' Strikes, he gets bounced from the site.
To prevent this as much as possible, go to your Seller Preferences and set up that automatic Block. There are a few other choices you can make there which may prevent future problems.
