If your seller is refusing your request for a refund on an unwanted item, you now file an Item Not As Described dispute. The Resolution Centre is up there on the right under Customer Support.

You will have to return the unwanted item with Confirmation of Delivery. Give PP the tracking number. Once delivery shows on the Canada Post/USPS website, Paypal will refund you and go after the seller for payment. He also gets a 'defect' on his selling record.

If the item was sent via the Global Shipping Program, you may not have to return it. While this is good for unhappy buyers, it is another way the program was not well thought through, since most sellers want to have thier items back before they refund the payment.
