The lowest Rating is ONE STAR. If a seller's DSRs drop below 4.3 his ability to list and sell on eBay may be severely restricted.
However.
Did the seller have a shipping rate to Canada? If not did you ask for a shipping quote? Did you pay the US shipping rate instead of the Canadian shipping rate? Did you ask for your purchase to be shipped to a US address although that address does not appear on your Paypal account?
Contact the seller and ask what the problem actually is.
But if he doesn't want to take your money and ship to you, eBay is not sending two guys with black leather jackets to his doorstep with a message.
