"PayPal has detected multiple submissions of the same shipping label data...."

So....the shipping tool via PayPal is broken, again. I get the maddening "We are not able to generate your label at this time. Your PayPal account was not charged. Please try again later." response.

 

However, the infuriating thing is, when I do try again later, I get another error message: "PayPal has detected multiple submissions of the same shipping label data. The shipment could not be processed and no label was created. Please try again later."

 

SO HOW THE [SCREENFUL OF EXPLETIVES DELETED] AM I EVER SUPPOSED TO DO THIS?!?!?!?!?

 

If I edit the shipment data (e.g. change the dimensions or weight slightly) to try to convince PayPal in its infinite wisdom that hey, let's just pretend that this is a different shipment.....it doesn't work. I still get the error.
