return shiping charge

You're wrong.

Standard policy on eBay and with Paypal is that the buyer is responsible for returning the unwanted item to the seller with proof of delivery.

And actually there is no Canadian law that says the seller is responsible. It is the policy of many businesses. But WalMart won't refund your bus fare if you are bringing back an unwanted purchase.

The seller may, if he agrees that he caused the problem, refund the return postage, but that is his choice.

If you take the Dispute to the Resolution Centre, Paypal will refund you on receiving proof of delivery and go after the seller for their money.

At this point, the seller is cooperating. If you return the item, he has agreed to refund your original payment. Take the offer.

But use tracking. PYA. You may need to open that Dispute.

You have 45 days to open a Dispute. You have 60 days to leave feedback.
