what do you do when one lets a merchant resend an item & time lapses on feedback plus guarantee.

even the resend item was a no show.

 

contacting both ebay & paypal, who both pleaded the fifth

 

ebay's gaurantee is worthless when no allowance for resends

This is, unfortunately, the new Oldest Trick in the Book when it comes to certain sellers from certain regions. You have only one avenue of recourse now and that only applies if you used your credit card to pay via paypal. Call your credit card company and have the charge reversed due to non-receipt of goods or service. Don't wait even a second longer to do it as there are deadlines that apply too.

 

With hindsight being 20/20, here is how to carry forward:

 

1. Never agree to a resend on an Item Not Received. Take the refund or open an Item Not Received Case right away to get your refund.

 

2. Use your credit card to pay for everything after this. (Although with new buyer protection through paypal, issues like yours will all-but disappear.) Paypal revised its rules recently due to non-receipt issues like this but the new rules are carry-forward and not retroactive.

 

3. Always check your seller's feedback prior to making a purchase. Always always always. A 'steal of a deal' is pointless if the stealing is from your wallet only when the Item is Not Received. And also consider the inconvenience and cost of returning any Item Not as Described. If your return needs to be mailed back overseas or across international borders, you are going to be out-of-pocket a tidy sum.

You got scammed by a Chinese crook. (mwl is much more polite than I.)

 

If an item from overseas does not appear within 30 days, 40 if you feel very generous and the seller's feedback is over 99% positive, file an Item Not Received dispute.

There never was a first lost shipment. Nothing was ever sent. And no replacement either.

 

You only have 45 days for a Dispute.

 

Call the 1-800 number on the back of the credit card you really paid with. (Paypal is just a useful mediator.) and ask about a chargeback.

Have all your transaction information handy, dates, transaction numbers, currency, payment amounts, for the clerk to handle your refund.

But don't lollygag. Cards have deadlines too.

 

You have 60 days for feedback. The most effective feedback is calm and factual. 'Not rec'd after 50 days. No refund.' for example.

At the same time you can leave Detailed Seller Ratings which are even more important. The normal Rating is five stars. The lowest Rating is ONE STAR. No stars is a free pass.

 

You can Respond to any feedback, your own or the seller's, indefinitely. Again the most effective Response is calm and factual, but Responses do not count against the seller's account.

typical one spoils for all, next seller has short leash
