Hi is it fraud if the seller is requesting I pay through western union? I see that the form of payment on here is pay pal?

Do not pay by Western Union.

eBay specificaly prohibits use of Western Union.

Is this for a motor vehicle by any chance?

Most definitely fraud. Your so called seller is a thief whose sole purpose is to steal your money. Read the links in the previous post, they give very good advice. You can also report the listing to whatever site you found it on.
