Canadian Dollars
When you are on the Canadian eBay site as you are at present and you look at an item listed on the USA eBay site you see the Canadian Dollar price equivalent.
the shipping cost has the + sign in front of it.

It's the plus sign in "+c" that is throwing me off here.
If it says C $ that denotes CAD as in Canadian dollars.
But to what is the '+' that the original poster is referring?
I see C and I see + but never the two together, even when I view an ebay.ca listing on ebay.com.

The item will cost you $179.00 PLUS $11.91 in shipping costs in Canadian dollars.
This does NOT include any duty, sales taxes or shipper's service/customs brokerage charges.

The Original Poster is in the United States I think they may have crossed into the frozen north by mistake and that is why they were puzzled by seeing the letter C
