Seller doesn't shipped my item

I bought a apple iturnes card. The seller had never shipped my account item

The reason for your Dispute is Item Not Received.

It may be on the second page of reasons.

If the seller cannot prove Delivery (not shipping, delivery) you will be refunded.

You cannot open a dispute until the last estimated date for delivery has passed. Then you have only 30 days to Dispute.

If your "iTunes card" was not a physical item, but a digital one, there can be no proof of delivery, but I believe there is some Seller Protection policy that makes Disputes more difficult to win.

EBay purchases are also covered by Paypal's Buyer Protection policy and by the chargeback program of the credit card you back your Paypal account with.

I would seem that sellers do not have any rights even though the tracking info is received that an item was delivered if the buyer claims they didn't receive a package.
