Send the buyer (if they purchased but are unable to pay) an invoice with the correct shipping amount. But check to see if their location is one you can still ship to (covid-19 has shutdown a lot of shipping).
If they are unable to buy, check to see what shipping services you have selected for the USA and for International.
If sending as a parcel to outside Canada, minimum length must be 21 cm.
Tracked packet for smaller weights works better than parcel.
