You paid for an item.
It was shipped to you with tracking.
You have not received it.
Has the last date for delivery that eBay gave you passed?
You have 30 days from that deadline to open an Item Not Received Dispute.
You don't need the tracking number, it is used to protect Sellers from false INR disputes.

The first suggestion (not a command) is that you Contact the Seller.
Don't get into a discussion.
All you want is that tracking number--which shows that the purchase has actually been shipped.
Well really-- what you want is a Refund.
Don't get into a conversation. If the seller gives you the tracking number you can see if your purchase is likely to be delivered within the "30 days after deadline" period.
If not, or if the number doesn't work, or if the seller doesn't respond, or if he offers a replacement*, have eBay step in and escalate to a claim.
The seller must then either prove Delivery (not shipping, delivery) or refund you.
EBay will force the refund if he is uncooperative.
*Never accept an offer of replacement, it will not arrive either.
