You need to go to Paypal's Resolution Centre and open an Item Not Received case immediately. 

Do not accept an offer of a replacement from your seller. It is often (although not always) an empty promise designed to lure you into closing your case or missing your deadline for escalation.

The Paypal Resolution Centre is at the top of your PP account page under Tools.

In future, you should know that both eBay and Paypal have very strong Buyer Protections against non-delivery and against items that are not as described.

EBay allows Disputes for up to 30 days after delivery or the last estimated delivery date.

Not As Described items will have to be returned to the seller, but sometimes the seller is required to pay for the return.

Paypal allows Disputes for 180 days after payment.
